For the crust, mix together all of the ingredients in a bowl until a dough like batter forms.
Press crust into an 8x8 baking pan lined with aluminum foil. To make the crust stay together, bake at 350 for 6 minutes, (this step is optional, but the crust does tend to stay together better).
In a mixing bowl, add all ingredients except for peanuts and salt. Mix well and pour over the crust.
Sprinkle with peanuts and sea salt to cover all of the peanut butter mixture.
Place in the freezer for about 2 hours to let it harden!
